As the central bank unveiled a third round of ‘quarterly targeted longer-term refinancing operations’ to run from September 2019 to March 2021, President Mario Draghi said the impact of a mix of factors from overseas, together with country and sector-specific ones, was turning out to be longer-lasting than had been expected, although it was expected to unwind.

“In a dark room you move with tiny steps – you don’t run but you do move,” the Italian said, referring to the ECB’s efforts to provide markets with guidance despite the economic uncertainty, refelcted by the ECB cutting its forecast for eurozone growth of 1.1% this year from the 1.7% prediction made in December.
